3. REQUIREMENTS
3.1 First article. When specified (see 6.2), the contractor shall furnish one complete packaged
and packed item for first article inspection in accordance with 4.2.1.
3.2 Materials. Materials used shall be free from defects which would adversely affect the
performance or maintainability of individual components or of the overall assembly. Materials not
specified herein shall be of the same quality used for the intended purpose in commercial practice.
Unless otherwise specified herein, all equipment, material, and articles incorporated in the work
covered by this specification are to be new and fabricated using materials produced from
recovered materials to the maximum extent possible without jeopardizing the intended use. The
term "recovered materials" means materials which have been collected or recovered from solid
waste and reprocessed to become a source of raw materials, as opposed to virgin raw materials.
Unless otherwise specified, none of the above shall be interpreted to mean that the use of used or
rebuilt products is allowed under this specification.
3.2.1 New materials. The use of newly developed packaging and packing materials and
procedures are encouraged and recommended, and will be permitted under the conditions
specified herein, provided they are equal to or better than similar approved materials and
procedures. Where the material or procedure is not covered by a specific government
specification, the manufacturer or fabricator shall furnish documented evidence to the procuring
activity, certified by an approved testing laboratory that the material or procedure is equal to or
exceeds the requirements of the specification for a similar material or procedure. If after a review
of the material or procedure and the related certified compliance report or the witnessing of the
stipulated tests, it is the opinion of the procuring activity that the material or procedure meets or
exceeds the criteria established for similar materials or procedures, authorization for use shall be
granted.
3.3 Disassembly. Where, in the case of an assembled tool, it is impossible to coat all critical areas
with the required preservative, the tool shall be disassembled in accordance with the
manufacturer's practice. This shall be done to the extent necessary to ensure thorough cleaning,
drying and preservation of all critical areas (not applicable to electric and pneumatic tools).
3.4 Preservation. Unless otherwise specified herein, cleaning, drying and preservation shall be in
accordance with MIL-STD-2073-1 and table I (pages 18 through 43) herein. When an item is
procured in conformance with a commodity specification having detailed packaging requirements
which differ from the requirements of this specification, the preparation for delivery requirements
of the commodity specification shall apply. Requirements in table I are assigned by category;
methods and submethods of unit protection are assigned on the basis of the type of unit protection
most commonly required for a specific category.
